Govt Notifies Rules Under Inter-services Organisations

  • The Centre has notified rules formulated under the Inter-Services Organisations Act, enabling greater jointness and command efficiency in the armed forces.
  • This significant step aims to bolster effective command, control, and efficient functioning of Inter-Services Organisations (ISOs), thereby strengthening jointness among the armed forces, the ministry said.
  • With the notification of these rules, the Inter-Services Organisations (Command, Control and Discipline) Act 2023, is now “fully operational“. This will empower the heads of the ISOs, enable the expeditious disposal of disciplinary cases, and help avoid the duplication of proceedings, it said.
  • “The Act empowers the Commanders-in-Chief and Officers-in-Command of the ISOs to exercise command and control over the service personnel serving under them, ensuring effective maintenance of discipline and administration within the organisations. This is achieved without altering the unique service conditions applicable to each branch of the armed forces,” it said.
  • “These Rules are a critical enabler for the functioning of the ISOs and establish a comprehensive framework for discipline, administrative control, and operational synergy,” the statement said.

Civil Defence Mock Drills Postponed

  • Civil Defence Exercise “Operation Shield“, which was planned to be conducted on Thursday in states bordering Pakistan, has been postponed in Rajasthan, Gujarat, Punjab and Chandigarh.
  • “It is requested that necessary directions to all the Controllers of Civil Defence and other stakeholders, may be issued accordingly,” the two home departments said in a statement, adding that the next dates for the exercise will be issued.
  • Meanwhile, Punjab government on Wednesday wrote to the Centre proposing June 3 as the date for carrying out a civil defence exercise, citing that their civil defence staff were undergoing a training being conducted by National Disaster Response Force (NDRF).
  • A senior Punjab police officer said that the Centre accepted the state government’s request for holding the drill on June 3. The Haryana government has requested state officials to plan and organise the exercise at 5 pm tomorrow.
  • Earlier in the day, it was announced that civil defence mock drills will be held in border districts of states neighbouring Pakistan on Thursday evening, days after India launched Operation Sindoor, which targeted terror sites in Pakistan.
  • India’s first mock drill since 1971 was conducted on May 7 and was followed that very night by the operation destroying terror launch pads across the border in Pakistan.

India’s CATS Warrior Program

  • India’s defence establishment has achieved significant milestones in developing autonomous combat capabilities through the Combat Air Teaming System (CATS) Warrior program, marking a transformative shift toward indigenous unmanned combat aerial vehicles.
  • This comprehensive initiative represents a strategic convergence of cutting-edge technologies, including stealth design principles, artificial intelligence integration, and advanced propulsion systems.
  • The CATS Warrior, developed by HAL in partnership with New Space Research and Technologies, embodies India’s commitment to reducing dependency on foreign defence imports while establishing technological sovereignty in unmanned warfare systems. Simultaneously, the ongoing trials of the indigenous Kaveri engine in Russia signal renewed prospects for self-reliant propulsion technologies that could power future unmanned platforms, creating a synergistic ecosystem of indigenous defence capabilities.
  • The strategic imperative driving the CATS Warrior development stems from the need to counter sophisticated enemy air defence systems that pose significant threats to manned aircraft and pilots.

17th ‘Nomadic Elephant 2025’ Joint Exercise

  • The Indian Army and the Mongolian Armed Forces will commence the 17th edition of their joint military exercise, Nomadic Elephant 2025, from May 31 to June 13 at Ulaanbaatar, Mongolia.
  • The exercise is aimed at enhancing interoperability between the two armies in conducting counter-insurgency operations in semi-urban and mountainous terrain, particularly under the framework of the United Nations mandate.
  • Meanwhile, a 19-member delegation from the Mongolian Army, led by Brigadier General Ontsgoibayar Lkhamjii, visited the Indian Army’s Shatrujeet Brigade to gain firsthand insight into the professional aspects of airborne troops. This visit marked a key step in strengthening India-Mongolia defence cooperation.
  • The Indian contingent, comprising 45 personnel, was represented by a battalion of SIKKIM SCOUTS and personnel from other arms and services. The Mongolian contingent was represented by personnel from the 150 Quick Reaction Force Battalion of the Mongolian Army.
  • Exercise NOMADIC ELEPHANT was an annual training event conducted alternately in India and Mongolia.

Launching of 6th 25t Bollard Pull Tug Sabal

  • Launching of sixth 25T Bollard Pull (BP) Tug Sabal was held on 27 May 25 at M/s TRSL, Kolkata in presence of Cmde S Sreekumar, WPS, Kolkata as the Chief Guest.
  • These Tugs are a part of the contract for construction of six  25T BP Tugs concluded with M/s Titagarh Rail Systems Limited (TRSL), Kolkata on 12 Nov 21. The Tugs have been indigenously designed and built in accordance with the relevant Naval Rules and Regulation of Indian Register of Shipping (IRS).
  • The Shipyard had successfully delivered four of these Tugs which are utilised by the Indian Navy to aid Naval ships and submarines during berthing, un-berthing and manoeuvring in confined waters.
  • The Tugs will also provide afloat fire-fighting support to ships alongside or at anchorage and will also have the capability to conduct limited Search and Rescue Operations.
