Russia deployed the third S-400 Triumf self-propelled surface-to-air missile (SAM) system to the Indian Air Force (IAF) earlier this year. However, Russia has indicated that the remaining two systems, which are scheduled to be delivered by the end of 2023, may be delayed due to outstanding payment issues with India. Following Russia’s removal from the American-backed SWIFT system, the two countries have yet to develop an alternative payment system.
SCO Meeting in India
During the SCO meeting in India, India’s and Russia’s defence ministers discussed Russia’s plan to halt further deliveries of the S-400 Triumf self-propelled surface-to-air missile (SAM) system due to outstanding payments. Russia, on the other hand, has promised to look into other payment possibilities so that the contracted fourth S-400 regiment can be delivered to India on time.

According to Alexander Mikheyev, CEO of Russia’s state-owned arms exporter Rosoboronexport, the company is on schedule to deliver all five sets of the S-400 air-defense system to India in accordance with the contract. The first S-400 system has already been deployed in India’s northwest Punjab region to counter air threats from China and Pakistan, and the second system is currently being deployed in the northeast. The third system would be deployed in western Rajasthan to counter air threats from Pakistan.
