Exercise Lamitiye Concludes At Seychelles
- The 9th edition of India – Seychelles Joint Training Exercise LAMITIYE-2022, which commenced on 22 March 2022 at Seychelles Defence Academy, Seychelles culminated on 31 March 2022 with a 48-hour validation exercise.
- The 10 days long exercise focused on enhancing interoperability for developing the capability to undertake joint operations in a semi-urban environment apart from providing a platform for professional and cultural learning which in-turn broadened their cooperation aiming toward co-existence in the Indo-Pacific Region.
- Exercise LAMITIYE with Seychelles is crucial and significant in terms of security challenges faced by both Nations in the backdrop of current global situation and growing security concerns in the Indian Ocean Region. The joint military exercise will enhance the level of defence co-operation between the Indian Army and Seychelles Defence Forces (SDF) and will further manifest in enhancing the bilateral relations between the two nations.
NAVAL EXERCISE VARUNA – 2022
- The 20th edition of the Bilateral Naval Exercise between Indian and French Navies – ‘VARUNA’ is being conducted in the Arabian Sea from 30 Mar – 03 Apr 22.
- The Bilateral Naval Exercises between the two Navies were initiated in 1993. The exercise was christened as ‘VARUNA’ in 2001 and has become a vital part of India – France strategic bilateral relationship.
- Various units including ships, submarines, maritime patrol aircraft, fighter aircraft and helicopters of the two navies are participating in the exercise. These units will endeavour to enhance and hone their operational skills in maritime theatre, augment inter-operability to undertake maritime security operations and demonstrate their commitment to promote peace, security and stability in the region as an integrated force.
- Having grown in scope and complexity over the years, VARUNA series of exercises continue to provide both the navies opportunities to learn from each other’s best practices. The exercise has been a principal driver for operational level interactions between the two navies and has underscored the shared commitment of both nations to security, safety and freedom of the global maritime commons.
IONS MARITIME EXERCISE 2022
- The maiden edition of the Indian Ocean Naval Symposium Maritime Exercise 2022 (IMEX-22) was conducted at Goa and in the Arabian Sea from 26 – 30 Mar 22. The aim of the exercise was to enhance interoperability in HADR operations among member navies.
- The exercise witnessed participation of 15 out of the 25 member nations of IONS. The Indian Ocean Naval Symposium (IONS), established in 2007, is a premier forum for cooperation and collaboration among navies of littoral states of the Indian Ocean Region.
- The forum has enabled discussions on regional maritime issues, promoted friendly relationships, and significantly improved maritime security cooperation in the Indian Ocean Region.
- IMEX – 22 comprised a Harbour Phase at Marmugao port, Goa from 26 to 27 March 22 followed by a Sea Phase in the Arabian Sea from 28 to 30 March 22.
- Navies of Bangladesh, France, India and Iran. 22 Observers from 15 IONS member navies, namely Australia, Bangladesh, France, India, Indonesia, Maldives, Mauritius, Mozambique, Oman, Qatar, Singapore, Sri Lanka, Thailand, UAE and UK also participated in the exercise.
CCS Approves Procurement of 15 LCH
- The Cabinet Committee on Security met under the Chairmanship of Prime Minister Shri Narendra Modi on 30 March 2022 in New Delhi. The CCS has approved procurement of 15 Light Combat Helicopter (LCH) Limited Series Production at the cost of Rs. 3,887 Cr along with Infrastructure sanctions worth Rs. 377 Cr.
- Light Combat Helicopter Limited Series Production (LSP) is an indigenously designed, developed and manufactured state of the art modern combat helicopter containing approx. 45% indigenous content by value which will progressively increase to more than 55% for SP Version.
- The manufacturing of LCH by HAL will give a further push to Atmanirbhar Bharat initiative and boost indigenisation of defence production and the defence industry in the country.
DIAMOND JUBILEE OF CHETAK HELICOPTER
- The Chetak helicopter in the inventory of the Indian Armed Forces has completed 60 years of glorious service to the Nation. To commemorate this momentous event, a Conclave titled ‘यशस्वत् षट् दशकम् with the theme ‘चेतक – आत्मनिर्भरता, बहुविज्ञता एवं विश्वस्तता के छः गौरवशाली दशक’ is being organized.
- Organized on 2nd April 2022 by Air Force Station Hakimpet under the aegis of Indian Air Force & Training Command, IAF.
Army Variant of MRSM Completes Development Trials
- Medium Range Surface-to-Air Missile Army weapon system has once again proved its effectiveness as two missiles, during the flight tests, achieved direct hits against high-speed aerial targets at Integrated Test Range, Chandipur off the coast of Odisha on March 30, 2022.
- The quick response missile was flight tested with deliverable configuration from the Integrated Test Range (ITR) off the Odisha coast at about 10.15 am and 11.05 am paving the way for its early induction.
- The flight tests were conducted in the presence of senior officials of DRDO and the Indian Army. The network centric sleek missile was tested four times in the last three days at different attitudes and ranges.
Centre to reduce disturbed areas under AFSPA from Nagaland, Assam, Manipur
- Union Home Minister Amit Shah announced that the Central government has decided to reduce disturbed areas under the Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.
- Reduction in areas under AFSPA was a result of the improved security situation and fast-tracked development due to the consistent efforts and several agreements to end insurgency and bring lasting peace in the NorthEast.
- Disturbed area notification is in force in the whole of Assam since 1990. With the step, the officials said, 23 districts of Assam are now being removed completely and one district partially from the effect of AFSPA with effect from April 1.
- The Disturbed Area Declaration in the entire Manipur (except the Imphal Municipality area) is in operation since 2004. Taking important steps under the leadership of PM Narendra Modi, the officials said 15 police station areas of six districts are being excluded from disturbed area notification with effect from April 1.
- The disturbed area notification is in force in the whole of Nagaland since the year 1995. The Central government has accepted the recommendation of the committee constituted in this regard to remove AFSPA in a phased manner. Disturbed area notification is being removed from 15 police stations in seven districts in Nagaland with effect from April 1.
- The disturbed area notification under AFSPA has been completely removed by the Modi government from Tripura in 2015 and Meghalaya in 2018 due to improvements in the security situation.
- The AFSPA empowers security forces to conduct operations anywhere and arrest anyone without any prior warrant. In 2005, the Justice Jeevan Reddy Committee had recommended the repeal of AFSPA and suggested an amendment to the Unlawful Activities (Prevention) Act (UAPA), 1967 by inserting a new Chapter with respect to the North-Eastern states.
AFSPA Likely to Be Extended In Arunachal Pradesh
- The Centre is expected to extend the controversial Armed Forces Special Powers Act (AFSPA), 1958, in Arunachal Pradesh as it examines the suggestions made by the high-level committee on the removal of the law in Nagaland.
- In Arunachal, the ‘disturbed area’ status is presently applicable to Tirap, Changlang and Longding districts and the areas falling under Namsai and Mahadevpur police stations, bordering Assam.
- It was extended by the Union home ministry for six months in October last year till March 31, 2022.
India-Japan 2+2 Talks on The Cards In April
- Japanese defence and foreign ministers may hold talks with their counterparts from India in 2+2 format meetings in Tokyo in April.
- Japan next month could also host the Philippines in the same format, Japanese news agency Kyodo reported, citing diplomatic sources.
- The report said the main focus of Japan’s talks with both countries is likely to be China’s growing military power and intensifying cooperation on maritime security.
- The parties are expected to reassert the importance of upholding international law in the South China Sea and the East China Sea.
- Japan and India held their first 2+2 talks in November 2019. During the summit, the ministers of the two countries are expected to focus on cooperation in cybersecurity and space, among other things.
