Daily Defence Current Affairs 10 June 2022
US Approves $120 Million Sale To Maintain Taiwanese Warships
- The United States has approved a possible $120 million sale of parts to help Taiwan maintain its warships, which the island’s defence ministry said would help ensure combat readiness in the face of China’s “frequent activities” near the island.
- The U.S. Defense Security Cooperation Agency said in a statement it had delivered the required certification notifying Congress following State Department approval for the sale, which was requested by Taiwan’s de facto embassy in Washington.
- The sale covered unclassified spare and repair parts for ships and ship systems, logistical technical assistance, U.S. government and contractor representative technical and logistical support.
- India- Vietnam Relations
- While defence cooperation has been one of the most significant pillars of the Comprehensive Strategic Partnership initiated by the two countries in 2016, the relationship between the two countries was established much earlier.
- India had established the Consul General’s office in Hanoi as early as 1956.
- Vietnam established its diplomatic mission in 1972.
- India had stood by Vietnam in opposing US intervention in that country at the cost of embittering Indo-US relations.
- The relationship was further strengthened when India, in the early 1990s, initiated its “Look East Policy” with the specific objective of economic integration and political cooperation with Southeast Asia and East Asia.
Areas of Cooperation:
- Strategic Partnership:
- India and Vietnam agreed to strengthen their strategic partnership “in line with India’s Indo-Pacific Oceans Initiative (IPOI) and the ASEAN’s Outlook on Indo-Pacific to achieve shared security, prosperity and growth for all in the region.”
- Economic Cooperation:
- Trade and economic relations for mutual benefit, which have significantly improved over the years particularly after the ASEAN- India Free Trade Agreement was signed.
- India realises that Vietnam is a potential regional power in South East Asia with great political stability and substantial economic growth.
- India is investing in development and capacity assistance for Vietnam through quick impact projects (QIP), proposals in the area of water resource management in Vietnam’s Mekong Delta region, Sustainable Development Goals (SDGs), and digital connectivity.
- Trade relations:
- During the Financial Year (FY) April 2020 – March 2021, bilateral trade between India and Vietnam reached USD 11.12 billion.
- Indian exports to Vietnam amounting to USD 4.99 billion and Indian imports from Vietnam at USD 6.12 billion.
- Defence Cooperation:
- While Vietnam is interested in modernising its armed forces, India is interested in developing defence capabilities of its South-East Asian partners sufficiently to maintain peace in the strategic region.
- Vietnam is interested in India’s Akash surface-to-air systems and Dhruv advanced light helicopters and Brahmos missiles.
- Apart from this, the defence relations include capacity building, dealing with common security concerns, training of personnel, and cooperation in defence R&D.
- Both countries reaffirmed the strong India-Vietnam Defence cooperation which is a key pillar of Comprehensive Strategic Partnership (2016).
- This year completes five years of “Comprehensive Strategic Partnership” between India and Vietnam, and the year 2022 will mark fifty years of diplomatic relations between the two countries
Iran To Remove 27 Nuclear Surveillance Cameras: IAEA
- The head of the U.N.’s nuclear watchdog agency said Thursday that Iran is removing 27 surveillance cameras from nuclear sites in the country.
- Grossi said the move poses a “serious challenge” to its efforts. Iran did not immediately acknowledge it.
- Grossi said that would leave “40-something” cameras still in Iran. The sites that would see cameras removed include its underground Natanz nuclear enrichment facility, as well as its facility in Isfahan.
- Iran and world powers agreed in 2015 to the nuclear deal, which saw Tehran drastically limit its enrichment of uranium in exchange for the lifting of economic sanctions. In 2018, then-President Donald Trump unilaterally withdrew America from the accord, raising tensions across the wider Middle East and sparking a series of attacks and incidents.
- What was the 2015 Iran nuclear deal?
- The deal, formally known as Joint Comprehensive Plan of Action.
- The JCPOA was the result of prolonged negotiations from 2013 and 2015 between Iran and P5+1 (China, France, Russia, the United Kingdom, the United States + Germany).
- Under the deal, Iran agreed to significantly cut its stores of centrifuges, enriched uranium and heavy-water, all key components for nuclear weapons.
- Iran also agreed to implement a protocol that would allow inspectors from the International Atomic Energy Agency to access its nuclear sites to ensure Iran would not be able to develop nuclear weapons in secret.
Defence Minister Hands Over 12 High-speed Guard Boats To Vietnam
- Defence Minister Rajnath Singh on Thursday handed over to Vietnam 12 high-speed guard boats built under a USD 100 million Line of Credit granted to the Southeast Asian country by India.
- The boats were given by Singh at a ceremony in the Hong Ha shipyard amid increasing maritime security cooperation between the two sides to deal with Beijing’s increasing military assertiveness in the South China Sea region.
- The initial five boats were manufactured at the L&T Shipyard in India and the remaining seven were built in the Hong Ha shipyard.
- “This project is a glowing example of our ‘Make in India — Make for the World‘ mission“.
India Dangling Akash Missiles Before Vietnam
- India is renewing efforts to sell its indigenous Akash surface-to-air missile to Vietnam, with the dual aim of reinforcing its defense industry’s indigenization while strengthening its strategic partnership with Hanoi.
- The proposed missile deal may also signal India’s attempt to tilt the military balance in Southeast Asia to refocus China away from the Himalayas.
- Akash is a short-range SAM that India claims to be 96% indigenous. It has a range of 25 kilometers and the system protects vulnerable areas and points from air attacks.
- IAF inducted Akash into service in 2014, with the Indian Army following suit in 2015.
- Vietnam and India have been in talks about the Akash system since 2017 , as Vietnam was looking to replace its aging Soviet-era S-125/S-75 mid-tier SAMs.
- Vietnam is now eyeing the Akash New Generation (Akash NG) variant, which has a 70–80-km range. Hanoi is also seeking the approval of a technology transfer agreement with India to enable local missile production.
China, India and Turkey To Siphon More Russian Oil Ahead of EU Ban
- China and India are continuing to increase imports of Russian oil in a dramatic reshaping of global trade in energy. But the ability of Asia to absorb more production will be tested as the European Union winds down imports from Russia in response to the invasion of Ukraine.
- China imported 1.09 million barrels a day from Russia by sea in May, according to Kpler, a commodities research company, while India imported 740,000 barrels.
- That was up significantly from 910,000 and 284,000 barrels, respectively, in April, when the two countries jumped to take advantage of the discount. The averages for 2021 as a whole were 725,000 barrels a day for China and just 36,000 for India.
- Why is India buying more Russian oil?
- India has taken advantage of discounted prices to ramp up oil imports from Russia at a time when global energy prices have been rising.
- While India continues to buy a large amount from Middle Eastern countries, the most significant increase in imports is from Russia.
India-Australia Maritime Surveillance Operation Underway In IOR
- A Royal Australian Air Force (RAFF) P-8A Poseidon aircraft has been deployed to India under a combined India-Australia maritime surveillance initiative, the Australian government.
- P8A aircraft of the Royal Australian Air Force (RAAF) arrived in Goa on June 6 to undertake coordinated operations with the P8I of the Indian Navy (IN) from June 7-9.
- The P8I squadron INAS 316 at INS Hansa, Goa will interact with and host the RAAF P8A aircraft. Both aircraft will undertake coordinated operations involving anti-submarine warfare and surface surveillance.
- Previously, IN P8I aircraft had operated from Darwin, Australia in April 2022 and undertaken coordinated ops with RAAF P8A in Northern Australian waters.
- P8I- The aircraft is designed for “long-range anti-submarine warfare (ASW), anti-surface warfare (ASuW), and intelligence, surveillance and reconnaissance (ISR) missions”, according to its maker, and is a “multi-mission aircraft” with “state of the art sensors, proven weapons systems, and a globally recognised platform”.
