Pandit Deendayal Remembered On His Punya Tithi
- Deendayal Upadhyaya (25 September 1916 – 11 February 1968) was an Indian politician, a proponent of Hindutva ideology espoused by the Rashtriya Swayamsevak Sangh (RSS), and leader of the political party Bharatiya Jana Sangh (BJS), the forerunner of Bharatiya Janata Party (BJP).
- Upadhyaya started the monthly publication Rashtra Dharma, broadly meaning ‘National Duty’, in the 1940s to spread the ideology of Hindutva nationalism.
- Upadhyaya is known for drafting Jan Sangh’s official political doctrine, Integral humanism, by including some cultural-nationalism values and selectively appropriating a few Gandhian socialist principles such as Sarvodaya (progress of all) and swadeshi (self-sufficiency).
One Ocean Summit
- The One Ocean Summit will take place in Brest in Brittany in the northwest of France on 9-11 February 2022, aiming to mobilize the international community to take tangible action towards preserving and supporting a healthy and sustainable ocean. The first major event of a “super year” for the ocean, the Summit is an opportunity to kick-off the second year of the Ocean Decade with the first big international commitment to protect the ocean and reverse its declining health.
- The “One Ocean Summit” will be held in the context of the French Presidency of the Council of the European Union, with the support of the United Nations.
- The goal of the One Ocean Summit is to raise the collective level of ambition of the international community on marine issues and to translate our shared responsibility to the ocean into tangible commitments.
Democracy Index 2021
- The Economist Intelligence Unit (EIU) released its report on the state of democracy in 2021 across 165 independent countries and two territories.
- The report is based on five findings – electoral process and pluralism, functioning of the government, political participation, political culture, and civil liberties. The report has been further bifurcated into a full democracy, flawed democracy, hybrid regime, and authoritarian.
- Norway topped the Democracy Index 2021 with an overall score of 9.75 while Afghanistan displaced North Korea as the least democratic country with an overall score of 0.32.
- Norway, New Zealand, Finland, Sweden, and Iceland are the top five nations while the Central African Republic, Democratic Republic of Congo, North Korea, Myanmar, and Afghanistan are the bottom five nations in the Democracy Index 2021.
- India ranked 46 on the global index in the flawed democracy category with an overall score of 6.91. It has the lowest score of 5 on political culture and the highest score of 8.67 on electoral process and pluralism. The country scores 6.18 on civil liberties, 7.22 on political participation, and 7.50 on the functioning of government.
- How Other Nations Scored: China (148), Myanmar (166), and Afghanistan (167) are placed in the Authoritarian category, Bangladesh (75), Bhutan (81), Nepal (101), Pakistan (104) in Hybrid Regime, while Sri Lanka (67) is placed in the Flawed Democracy category.
‘SMILE’ Scheme To Be Launched
- The Department of Social Justice & Empowerment is launching the Central Sector Scheme “SMILE: Support for Marginalized Individuals for Livelihood and Enterprise”
- This umbrella scheme is designed to provide welfare measures to the Transgender community and the people engaged in the act of begging. Under this includes two sub-schemes – ‘Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Persons’ and ‘Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in the act of Begging’. The scheme strengthens and expands the reach of the Rights that give the targeted group the necessary legal protection and a promise to a secured life. It keeps in mind the social security that is needed through multiple dimensions of identity, medical care, education, occupational opportunities, and shelter. The Ministry has allocated Rs. 365 Crore for the scheme from 2021-22 to 2025-26.
International Day Of Women & Girls In Science
- The International Day of Women and Girls in Science is the 11th day of February, by resolution of the United Nations General Assembly on 22 December 2015. The day recognizes the critical role women and girls play in science and technology.
- The International Day of Women and Girls in Science is implemented by UNESCO and UN Women, in collaboration with intergovernmental agencies and institutions, as well as civil society partners, that aim to promote women and girls in science. The day’s purpose is to promote full and equal access to participation in science for women and girls.
- Atal Innovation Mission (AIM), NITI Aayog in collaboration with UNDP, India today launched the Community Innovator Fellowship (CIF) marking the “International Day of Women & Girls in Science”.
- The fellowship is developed as a pre-incubation model which will provide youth with an opportunity to establish their social enterprise focusing on Sustainable Development Goal (SDG) based solutions for solving community issues.
- This is going to be a one-year-long intensive fellowship program that has been designed for aspiring community innovators irrespective of their socio-economic background. During this fellowship, each fellow will be hosted at one of the AIM’s Atal Community Innovation Centres (ASICs) and shall acquire SDG awareness, entrepreneurial skills, and life skills while they are working on their idea. The ASICs would nurture youth-led innovations by providing suitable resources in terms of operating facilities, co-working space, maker labs, and a dynamic business network to the innovator.
National Rail Plan 2030
- Indian Railways have prepared a National Rail Plan (NRP) for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030.
- The NRP is aimed to formulate strategies based on both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%.
- The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it.
- To achieve this objective all possible financial models including Public Private Partnership (PPP) are being considered.
- The main features of the National Rail Plan are:-
- Formulate strategies based on both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%.
- Reduce transit time of freight substantially by increasing average speed of freight trains to 50Kmph.
- As part of the National Rail Plan, Vision 2024 has been launched for accelerated implementation of certain critical projects by 2024 such as 100% electrification, multi-tracking of congested routes, upgradation of speed to 160 kmph on Delhi-Howrah and Delhi-Mumbai routes, upgradation of speed to 130kmph on all other Golden Quadrilateral-Golden Diagonal (GQ/GD) routes and elimination of all Level Crossings on all GQ/GD route.
- Identify new Dedicated Freight Corridors.
- Identify new High Speed Rail Corridors.
- Assess rolling stock requirement for passenger traffic as well as wagon requirement for freight.
- Assess Locomotive requirement to meet twin objectives of 100% electrification (Green Energy) and increasing freight modal share.
- Assess the total investment in capital that would be required along with a periodical break up.
- Sustained involvement of the Private Sector in areas like operations and ownership of rolling stock, development of freight and passenger terminals, development/operations of track infrastructure etc.
