Concerns shared by India and Japan about Chinese aggression, Beijing’s expanding footprint in the Indian and Pacific oceans, and threats to supply chains have brought New Delhi and Tokyo together on a strategic level. This has been especially true over the last three years, with India and China locked in a border standoff in Galwan, Ladakh. The fact that Modi met with Kishida twice last year for leader-level meetings reflects the relationship’s growing strategic convergence and new sense of purpose.

The two navies participated in the sixth edition of their annual maritime exercise, JIMEX 22, in the Bay of Bengal in September. According to the Indian Ministry of Defense, this year’s edition included “some of the most complex exercises undertaken jointly by the two navies,” with the two navies engaging in “advanced level anti-submarine warfare, weapon firings, and Air Defense exercises.” Shipborne helicopters, fighter aircraft, and submarines all took part in the exercise.

In November, the two countries participated in the multilateral Malabar exercise, which also included Australia and the United States.
