Defence Current Affairs 19 November 2022 

Mr Carlos Del Toro, Secretary Of Navy, United States Visit To India                 

  • Mr Carlos Del Toro is scheduled to visit Indian Navy’s Southern Naval Command at Kochi, wherein he would interact with the Commander-in-Chief SNC and visit India’s first indigenous Aircraft Carrier, INS Vikrant at Cochin Shipyard.
  • Mr Carlos Del Toro, Secretary of Navy, US is on a five-day official visit to India from 17-21 Nov 22. Interactions during the visit will include those with Adm R Hari Kumar, Chief of the Naval Staff and high ranking GoI officials in New Delhi.
  • India and USA have traditionally maintained close and friendly relations. The Defence relationship between the two countries has been one of mutual trust and confidence, which has transformed after the accord of major ‘Defence Partner Status’ to India on Jun 16.
  • In addition, both countries have concluded certain foundational agreements, including the Defence Framework Agreement, signed in 2015, which lays a blue print for collaboration between the defence establishments of both countries, the Logistics Exchange Memorandum of Agreement (LEMOA) signed in 2016, which is a foundational agreement facilitating reciprocal logistics support between the Armed Forces of both countries, the Communications Compatibility and Security Agreement (COMCASA) signed on 06 Sep 18, which facilitates information-sharing between the Armed Forces of both nations and more recently, the Basic Exchange Cooperation Agreement (BECA), which enables sharing of geo – spatial information between Ministry of Defence and National Geospatial Agency (NGA), USA.
  • The Indian Navy closely cooperates with the US Navy on numerous issues, which include operational interactions such as the MALABAR, last edition held from 09 – 15 Nov 22 off Yokosuka, Japan and RIMPAC 22 series of exercises, training exchanges, exchange of White Shipping Information and Subject Matter Experts in various fields, all of which are coordinated through the medium of Executive Steering Group (ESG) meetings conducted annually. In addition, warships from both Navies regularly make port calls at each other’s ports. Both Navies have also been cooperating towards exploring new avenues for collaboration with a shared aim of a ‘Free, Open and inclusive Indo-Pacific.

ICG Conducts 20th National Maritime Search & Rescue Board Meeting                          

  • In the series of Annual Maritime Search and Rescue (M-SAR) meetings, Indian Coast Guard (ICG) conducted the 20th National Maritime Search and Rescue (NMSAR) Board meeting at Kevadia, Gujarat on November 18, 2022. The apex level meeting was chaired by Director General, ICG Shri VS Pathania who is also the Chairman of NMSAR Board.
  • The Chairman, in his inaugural address, highlighted various initiatives undertaken by ICG in coordination with other stakeholders/resource agencies for strengthening the M-SAR services under the aegis of the Board. During the meeting, Shri VS Pathania launched the National Maritime Search and Rescue Plan-2022. It serves as a policy document for all the participating agencies & stakeholders for directing an integrated and coordinated approach towards the functioning of the M-SAR system.
  • Apart from deliberations on various maritime safety issues and identifying areas of improvement of SAR services through policy framework and awareness programmes, technical presentations were also delivered by the subject experts from ICG, ISRO, Maharashtra State Fisheries and Karnataka State Fisheries followed by brainstorming sessions and discussions on Agenda Points from the stakeholders.
  • The NMSAR Board, comprising 31 members from various central ministries/agencies, members of the Armed Forces, all Coastal States & Union Territories, meets annually to discuss policy issues, formulate guidelines & procedures, assess the efficacy of National Maritime Search and Rescue Plan and services for mariners and fishermen in the vast 4.6 million sq km of Indian Search and Rescue Region (ISRR).

India, Russia Agree To Deepen Cooperation On Counter Terrorism At UN, Multilateral Platforms 

  • India and Russia have held wide ranging discussions on issues on the UN Security Council agenda and agreed to deepen cooperation on counter terrorism at the UN as well as other multilateral platforms.
  • Secretary (West) in the Ministry of External Affairs Sanjay Verma led the Indian delegation for consultations on United Nations and multilateral issues with Russian Foreign Ministry officials on Thursday here. This was the third round of such consultations to be held between both sides this year.
  • Both sides held wide ranging discussions on issues on the UN Security Council agenda and recent developments, the MEA said.
  • They agreed to deepen cooperation on counter terrorism at UN and other multilateral platforms, it said.
  • Verma briefed the Russian side on India’s priorities during its upcoming presidency of the UNSC in December 2022.

North Korea Test-fires ICBM With Range To Strike Entire US         

  • North Korea fired an intercontinental ballistic missile that landed near Japanese waters Friday in its second major weapons test this month that showed a potential ability to launch nuclear strikes on all of the US mainland.
  • The North’s ongoing torrid run of weapons tests aim to advance its nuclear arsenal and win greater concessions in eventual diplomacy and they come as China and Russia have opposed US moves to toughen sanctions aimed at curbing North Korea’s nuclear program.
  • According to South Korean and Japanese estimates, the North Korean missile flew about 6,000-6,100 kilometers (3,600-3,790 miles) at a maximum altitude of 1,000 kilometers (620 miles).
  • Japanese Defense Minister Yasukazu Hamada said that depending on the weight of a potential warhead, the missile had a range exceeding 15,000 kilometers (9,320 miles), “in which case it could cover the entire mainland United States.”
  • Kwon Yong Soo, a former professor at Korea National Defense University in South Korea, said he believes North Korea tested a developmental Hwasong-17 missile, which he said can carry three to five nuclear warheads and fly as far as 15,000 kilometers (9,320 miles).
