Shri Giridhar Aramane Assumes The Office Of Defence Secretary
- Shri Giridhar Aramane, a 1988-batch Indian Administrative Service (IAS) officer of Andhra Pradesh cadre, assumed the office of Defence Secretary on November 01, 2022. Before taking charge, Shri Aramane laid a wreath at National War Memorial in New Delhi and paid homage to the fallen heroes. He saluted the Bravehearts who sacrificed their lives while protecting the nation.
- “We draw inspiration from these Bravehearts and promise to work towards fulfilling their dream of making India a safe & prosperous country,” Shri Aramane said during his visit to the National War Memorial.
- In his 32 years of experience in IAS, Shri Aramane has held various important portfolios in the Central Government as well as the Andhra Pradesh government. Prior to his current assignment, Shri Aramane was Secretary, the Ministry of Road Transport & Highways.
- Earlier, he was Additional Secretary in the Cabinet Secretariat. Apart from Cabinet Secretariat, Shri Aramane looked after Exploration Division in the Ministry of Petroleum & Natural Gas and was Executive Director in-charge of inspections in Insurance Regulatory & Development Authority.
- In the Andhra Pradesh Government, Shri Aramane served as Principal Secretary in Urban Development Department; Managing Director of AP State Finance Corporation and Secretary (Finance Department). He also held the post of the Collector & DM of Chittoor and Khammam districts.
- Shri Aramane did B Tech in Civil Engineering from Jawaharlal Nehru Technological University, Hyderabad and M Tech from IIT, Madras. He is MA (Economics) from Kakatiya University, Warangal.

India Could Fulfil Africa’s Maritime, Aerospace And Defence Requirements: Exim Bank report
- India has emerged as a leading defence exporter in recent years and could fulfill Africa’s maritime, aerospace and defence requirements, with Mauritius, Mozambique and Seychelles becoming the major buyers of Indian arms during 2017-2021, according to a research report.
- The report by India Exim Bank, titled ‘Reinvigorating India’s Economic Engagements with Southern Africa’, was released at the inauguration of the CII-Exim Bank Regional Conclave on India-Southern Africa Growth Partnership, where government officials and captains of business and industry are meeting on Tuesday to discuss a wide range of areas of potential cooperation.
- According to the report, within Africa, Mauritius accounted for 6.6 per cent of India’s arms exports during 2017-2021, followed by Mozambique (five per cent) and Seychelles (2.3 per cent).
- Quoting the SIPRI International Arms Transfer Database, the report said India was the 23rd largest defence exporter during the period 2017 to 2021.
IIT Roorkee To Get New Research Centre For Futuristic Defence Technology Requirements
- Keeping in tune with India’s mission for technological upgradation and self-reliance in the defence sector, the MOD, Government of India, has approved a new research centre at the Indian Institute of Technology Roorkee (IIT Roorkee).
- The facility will be known as ‘DRDO Industry Academia-Centre of Excellence‘ (DIA-CoE) at IIT Roorkee. This has also been intimated in a seminar on Atmaanirbharta in Defence R&D held at the recent DefExpo 2022, India, at Gandhinagar, chaired by Defence Minister Rajnath Singh.
- A Memorandum of Understanding (MOU) was recently signed between six IITs, including IIT Roorkee, and Defence Research and Development Organisation (DRDO).
- As a result of the establishment of the Research Centre, IIT Roorkee will have a better chance of addressing critical and futuristic defence technology requirements of the armed forces. DRDO, Government of India, will provide financial assistance to the Facility.

Bhutanese Lt Gen Batoo Tshering Receives Guard of Honour At South Block
- Lt Gen Batoo Tshering, DYG, DRT, DW, DT, DK, Chief Operations Officer, Royal Bhutan Army is currently on a visit to India from 28 October to 02 November 2022.
- The Chief of the Royal Bhutan Army reviewed the Passing Out Parade at Officers Training Academy, Chennai on 29 October 2022. On 01 November 2022, he laid a wreath at the National War Memorial and received a ceremonial Guard of Honour at the South Block, New Delhi. Lt Gen Batoo Tshering called on Gen Manoj Pande, the Chief of Army Staff and exchanged views on the current global situation, and security perspectives in addition to discussing measures for enhancing defence cooperation between both armies.
- The visiting General also called on the Chief of Defence Staff, the Chief of Air Staff, the Vice Chief of Army Staff, the Defence Secretary and other senior military officers. The visit will further enhance and strengthen the already existing friendship and cooperation between the Indian Armed Forces and the Royal Bhutan Army.
- The basic framework of India-Bhutan bilateral relations was the Treaty of Friendship and Cooperation signed in 1949 between the two countries.
- It called for peace between the two nations and non-interference in each other’s internal affairs. The Treaty was revised in 2007.
- There are a number of institutional and diplomatic mechanisms between India and Bhutan in areas such as security, border management, trade, transit, economic, hydro-power, development cooperation, water resources etc.
DOMA Successfully Concludes Special Campaign 2.0 On Swachhta
- A nationwide campaign on Swachhta was organised by the Department of Military Affairs (DMA), between October 02, 2022, and October 31, 2022, to institutionalize ‘Swachhta’ in its field offices and units across the country. The campaign was carried out by Army, Navy and Air Force at various locations across the country.
- The three armed forces have carried out cleanliness drives in 2668 campaign sites identified by the Department. Further, 398 rules have been simplified by various organisations. The Department has generated a remarkable revenue of Rs 212.68 Crores from the disposal and sale of scrap materials. In respect of Record Management, 845435 physical files have been reviewed and 269132 physical files have been weeded out. As a result of scrap disposal and weeding out of files, a space of 185887 sq.ft. has been effectively freed.
- Some innovative practices have been adopted by various field formations in connection with the cleanliness campaign. A Paint Storage facility has been established at the Naval Dockyard, Vishakapatanam. The facility houses six Vertical Lift Modules capable of storing 60,000 litres of paint. It enables automatic lift and stowage of heavy paints drums in 25 trays stacked vertically and their retrieval as per user requirement. It provides for easy segregation of more than 120 types of paints used in naval ships with suitable tracking of shelf life, real time monitoring of paint stock using customized inventory management software with capability to forecast future requirement. This facility has not only reduced human effort substantially in stacking and retrieving paint drums, but also resulted in the optimum utilization of available space.
- In the Northern Sector, Garud Division of the Indian Army organized an awareness drive with whole-hearted cooperation of people of Ladakh, encouraging them to clean up the rivers, springs and conserve the sensitive ecosystem of the region, as part of Swachh Bharat Campaign. Special Campaign was organized in Siachen glaciers as well, in the bone-chilling cold. A special awareness drive named ‘Go Green’ was organized by the Indian Army at Bareilly.
- In the Southern Sector, Amphibious Warriors of Thiruvanthapuram Military Station carried out Beach cleaning at Kochuveli Beach to promote healthy environment for Coastal Lives & to improve Marine Ecosystem to mark Swachhata Abhiyan.
- In a concerted effort to put the principles of 3-Rs (Reduce, Reuse, Recycle) into practice, Ranbankura Division under Saptashakti command organized a cleanliness drive to get rid of the burgeoning menace of plastic waste and to promote the reuse of used plastic. The division also converted unused open spaces into recreational areas for residents, enhancing the beauty of the landscape and improving Community access.
- In the Eastern Sector, Troops of Kripan Division, Trishakti Corps along with civilians undertook cleanliness drive in Binnaguri, West Bengal. Hundreds pledged to keep the surroundings clean & tidy, thereby contributing to the cause of Swachh Bharat. Troops of Striking Lion Division, Trishakti Corps carried out Swachchata Abhiyan on the banks of the revered Gurudongmar Lake in North Sikkim in bone freezing temperatures.
- Ministry of Defence has been conducting the Special Campaign 2.0 on Swachhta across its offices located in New Delhi and in all field offices and local units, from 2nd October 2022 to 31st October 2022. It started with a preparatory phase from the 14th to 30th of September 2022 during which targets were identified for the campaign period. This year, special emphasis was on field/outstation offices.
