ICOMM Signs ‘Transfer of Technology’ Agreement With UAE Govt                         

  • In India’s defence manufacturing growth story, ICOMM, a group company of Megha Engineering & Infrastructures Ltd (MEIL), has taken centre stage. ICOMM signed a partnership and licensing agreement with UAE-based EDGE entity CARACAL for the first-ever ToT in defence articles.
  • As per the agreement, ICOMM will locally manufacture CARACAL’s complete line of small arms for the Indian market under the ‘Make in India’ and Aatmanirbhar Bharat initiatives.
  • ICOMM will manufacture the full range of CARACAL small arms, including the versatile CARACAL EF pistol, modern CMP 9 submachine gun, CAR 814, CAR 816 and CAR 817 tactical rifles, CAR 817 DMR tactical sniper rifle, CSR 50 anti-material sniper rifle, CSR 338 and CSR 308 bolt action sniper rifles and the CSA 338 semi-automatic sniper rifle.
  • ICOMM is one of the largest companies manufacturing missiles and sub-systems, communications and EW systems, radars, electro-optics, composites, loitering munitions, shelters, drone and counter-drone systems.

Maritime Security: MOU B/W  IFC-IOR & RCOC                            

  • In order to further the existing cooperation in the realm of maritime safety and security, IFC-IOR signed an MoU on 21 Feb 2023 with Regional Coordination Operations Centre (RCOC), Seychelles. The MoU signed by Captain Rohit Bajpai, Director, IFC-IOR and Capt Sam Gontier, Director, RCOC aims to promote collaboration between the two Centres towards enhancing maritime domain awareness, information sharing and expertise development.
  • IFC-IOR, hosted by the Indian Navy, was established by the Government of India at Gurugram on 22 Dec 2018 to enhance collaborative maritime safety and security in the Indian Ocean Region in line with India’s vision of Security and Growth for All in the Region (SAGAR). To enable better correlation, compressed information cycles and timely inputs, IFC-IOR also hosts International Liaison Officers (ILOs) from partner nations. To date the Centre has hosted ILOs from 12 partner nations – Australia, France, Italy, Japan, Maldives, Mauritius, Myanmar, Sri Lanka, Seychelles, Singapore, United Kingdom, and the United States of America.
  • The Maritime Security Architecture in the Western Indian Ocean, implemented by the Indian Ocean Commission (IOC) is supported by the Regional Maritime Information Fusion Centre (RMIFC), the Regional Operations Coordination Centre (RCOC) and the national centres of the seven signatory countries (Comoros, Djibouti, France, Kenya, Madagascar, Mauritius, and Seychelles).
  • Since inception, IFC-IOR has established linkages with several multinational maritime security centres and the current initiative will enable deeper collaboration between the IFC-IOR and RCOC. This approach will allow the Centres to effectively develop a common maritime understanding to counter non-traditional maritime security threats such as piracy and armed robbery, human and contraband trafficking, Illegal Unregulated and Unreported (IUU) fishing, arms running, poaching, maritime terrorism, etc with a special focus on the Western Indian Ocean.
  • During the MoU signing both the Directors of RCOC and IFC-IOR were unanimous on the need to enhance information sharing and analysis to cue actions at sea. They also highlighted that this MoU will enhance trust and improving synergy between the Centres towards furthering collaborative maritime safety and security in the Indian Ocean Region. The event was attended by the Secretary General and delegates from IOC, High Commissioner of India to Seychelles and senior officers of the Indian Navy.

In a 1st, CRPF To Hold Annual Raising Day in Naxal-hit Chhattisgarh                              

  • CRPF is likely to hold its 84th Raising Day event in Bastar district of Chhattisgarh, the first time its annual celebrations will be held in a Left Wing Extremism-affected area, according to officials.
  • Union Home Minister Amit Shah is expected to review the ceremonial parade as the chief guest at the event to be held in Jagdalpur, the district headquarter of Bastar, on March 19, they said.
  • The event will send a message that the forces are dominating all areas in the LWE-affected states and will be held amid the much-talked-about Tactical Counter Offensive Campaign (TCOC) by armed Naxals, they said.

Germany Keen On Govt-to-Govt Deal To Jointly Manufacture Submarines                       

  • Germany is keen to pursue the government-to-government route for jointly manufacturing advanced conventional submarines for an Indian Navy requirement, with the matter likely to be taken up at high-level bilateral meetings later this week during Chancellor Olaf Scholz’s visit.
  • Indo-German military and strategic relations got new momentum with the signing of an agreement in 2006 between the German Federal Ministry of Defence and the Indian Ministry of Defence. The agreement envisaged deeper cooperation regarding security and defence issues.
  • Germany is determined to contribute to buttressing the rules-based international order.
  • Within the German Indo-Pacific guidelines, India is mentioned for the enhancement of engagement and fulfilment of objectives. India should now be an important node while discussing issues relating to international security.
  • India is a maritime powerhouse and a strong advocate for free and inclusive trade — and, therefore, a primary partner for Germany (eventually the EU) on this mission.

Army Chief Visits Northern Command, Reviews Operational Preparedness          

  • Army Chief General Manoj Pande visited the Northern Command headquarters in Udhampur, Jammu and Kashmir and reviewed operational preparedness and the prevailing security situation in the area.
  • During the visit, the chief was briefed about the current situation along the northern borders with China where the two countries are engaged in a military standoff.
  • The chief was also briefed about the various technological initiatives taken by the formations there to enhance their surveillance capabilities.
