Ministry of Home Affairs (MHA) has asked the Central Industrial Security Force (CISF) to take security charge of the Parliament building from the Delhi Police. The CISF will first conduct a survey of the premises prior to the deployment of its security and fire wing. after completing the survey, the CISF will work with the Parliament Security Services to control access to the new and old Parliament complex. At present, frisking of visitors is done by Delhi Police personnel.

Why In News

  • Ministry of Home Affairs (MHA) has asked the Central Industrial Security Force (CISF) to take security charge of the Parliament building from the Delhi Police. The CISF will first conduct a survey of the premises prior to the deployment of its security and fire wing. after completing the survey, the CISF will work with the Parliament Security Services to control access to the new and old Parliament complex. At present, frisking of visitors is done by Delhi Police personnel.
  • This comes a week after the December 13 Parliament security breach, in which two individuals jumped into the Lok Sabha chamber from the visitors’ gallery, and opened canisters emitting yellow smoke.

CISF Replaces Delhi Police

  • In an internal communication to CISF (headquarters), MHA Under Secretary Ashutosh Kumar said: “In-principle approval of the competent authority is conveyed for carrying out the survey of the Parliament premises and its building for regular deployment of CISF both security wing and fire wing – on comprehensive pattern under Government Building Security (GBS).”
  • Accordingly, the CISF directed a joint survey by its Government Building Security unit, which guards central government offices, and fire wing.

  • The survey is expected to draw the exact number of CISF personnel required for the task and define the role of each security agency engaged in Parliament security.
  • “Duly completed survey reports for Security and Fire Wing with these documents may kindly be submitted to this Directorate at the earliest for further process please; information proforma, and IFD chart with specific justification for each duty post,” it said.

  • Access to the Parliament – a high-profile issue after last week’s security breach – will now be guarded by the Central Industrial Security Force, or CISF, the Home Ministry said in a notification. The CISF will replace Delhi Police as the agency in charge, and will take over all responsibilities, including frisking entrants.
  • Security within the building will continue to be the responsibility of the Lok Sabha Secretariat, while the police will continue to protect the outer perimeter.

  • The change – seen as an attempt to streamline protocols instead of having different agencies get in each others’ way – will be enforced after the detailed security sweep ordered by the Home Ministry.
  • The CISF provides “integrated security cover to sensitive public sector undertakings” and currently guards over 350 such locations, including airports, sea ports, and nuclear facilities.

Central Industrial Security Force

  • TIn June 1964, a devastating fire had broken out in Ranchi’s Heavy Engineering Corporation plant, with reports suggesting sabotage.
  • This led to the appointment of the Justice Mukherjee Commission which recommended the establishment of a dedicated industrial protection force.
  • Thus, the CISF was set up by an Act of Parliament on March 10, 1969.

  • It is one of seven Central Armed Police Forces (CAPF) under the MHA — the other six being the Border Security Force, the Indo-Tibetan Border Police, the Sashastra Seema Bal, the Assam Rifles, the National Security Guard, and the Central Reserve Police Force.
  • In recent years, the CISF has also become involved in providing security cover to VIPs. This came after a parliamentary committee recommendation to the MHA in 2018 to relieve the burden on the Central Reserve Police Force (CRPF), the Indo-Tibetan Border Police (ITBP), and the National Security (NSG), who have historically been tasked with this duty.
  • In 2020, the government decided to withdraw the NSG from security duties, so that it can focus on its original mandate of “counter-terror and anti-hijack duties.” CISF has the largest percentage of women in its force, in comparison to all other CAPFs.

  • The first batch of women constables was inducted in 1987, and the first woman officer joined as Asstt. Comdt in 1989. CISF is currently headed by Special DG Nina Singh, the first woman to occupy the post.
