In a huge step to empower tribals, Prime Minister Narendra Modi will launch PM PVTG (Particularly Vulnerable Tribal Groups) Development Mission on Nov15th on the occasion of ‘Janjatiya Gaurav Diwas’. In the budget of 2023-24, the launch of the Pradhan Mantri PVTG Development Mission was announced to improve the socio-economic conditions of the PVTGs. There are 75 PVTGs in 18 States & UTs living in 22,544 villages (220 districts) having a population of around 28 lakhs.

Janjatiya Gaurav Divas

  • The Centre had declared November 15 as ‘Janjatiya Gaurav Divas’ dedicated to the memory of tribal freedom fighters. November 15 is the birth anniversary of Birsa Munda who is revered as Bhagwan by tribal communities across the country.

  • A museum in Ranchi in memory of Birsa Munda also known as Dharti Aaba.
  • PM Modi said that observance of the Janjatiya Gaurav Diwas on Birsa Munda’s birth anniversary will serve as an opportunity to celebrate the glorious tribal culture and contribution to national development.

Who Are PVTG’s

  • According to the Ministry of Tribal Affairs, India has 75 PVTGs, who are characterised by “pre-agriculture level of technology, stagnant or declining population, extremely low literacy, and subsistence level of economy”.

  • PVTGs were recognised as a separate category based on the findings of the 1961 Dhebar Commission.
  • In 1975, there were 52 PVTGs and, by 1993, the list had been expanded to 75 out of 705 Scheduled Tribes (STs) across 18 states and Union Territories.
  • Data from the Ministry of Tribal Affairs and the 2011 Census shows that Odisha has the largest population of PVTGs at 8.66 lakh, followed by Madhya Pradesh at 6.09 lakh and Andhra Pradesh (including Telangana) at 5.39 lakh.
  • The total PVTG population is more than 40 lakh and the largest PVTG is Odisha’s Saura community, numbering 5.35 lakh.

PVTG Development Mission

  • In a first-of-its-kind mission, since Independence, the Modi government will launch a Rs 24,000 crore scheme which will ensure holistic development of PVTGs.
  • The launch ceremony is strategically planned to take place in Jharkhand’s Khunti district, specifically after a visit to Ulihatu village, the birthplace of Birsa Munda.
  • This visit will mark a historic moment as Prime Minister Modi becomes the first sitting Prime Minister to visit this village.

  • Last year, on Janjatiya Gaurav Diwas, President Droupadi Murmu made history by being the first President to visit Ulihatu village.
  • The PM-PVTG Development Mission aims to address the critical needs of the 75 PVTG communities residing in over 22,000 remote villages across 18 States and Union Territories.
  • This comprehensive approach aligns with the government’s commitment to uplifting marginalized communities.

  • The Mission’s goal is to “(saturate) PVTG families and habitations with basic facilities such as safe housing, clean drinking water and sanitation, improved access to education, health and nutrition, road and telecom connectivity, and sustainable livelihood opportunities”.
  • Specifically, under the umbrella scheme, nine ministries will implement 11 interventions, including the Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Gramin Awas Yojana, and Jal Jeevan Mission, among others.
